Cabinet recommends President’s rule in Delhi

The Union Cabinet, which met late this evening at Prime Minister Manmohan Singh's residence, has recommended that President's rule be imposed in Delhi and that the Assembly be kept under suspended animation. The recommendation has now been sent to President Pranab Mukherjee. 4:00 pm: Delhi Lieutenant Governor recommends president's rule The Lieutenant Governor has reportedly recommended that president's rule be imposed in the state and has asked that the Assembly be placed in suspended animation, reports CNN-IBN. This would mean that the BJP may still be offered the chance to form the government but it is unlikely to happen and it now remains to be seen when the next state elections will be held. Will they be held early as the AAP is hoping or after the general elections, which both the Congress and BJP may be wanting. 2:20 pm: Will continue to work under Kejriwal's leadership, candidates' names soon, says AAP Yogendra Yadav said that as far as the party knew the resignations had been accepted by the Lieutenant Governor. He said that the party would announce the names of its candidtes for the Lok Sabha elections after a political affairs committee meet tomorrow. The senior leader also said that the party would continue to function under the leadership of Kejriwal irrespective of whether he contested state elections or the national polls.

AAP to launch anti-graft rally on Feb.23

1.The Aam Aadmi Party (AAP) on Saturday launched a nationwide anti-corruption drive and will hold a string of rallies under the leadership of Arvind Kejriwal who quit as Delhi chief minister, party leaders said.

2.The AAP went into an overdrive Saturday, a day after Mr. Kejriwal put in his papers following a tumultuous day in the assembly where attempts to introduce Jan Lokpal bill aimed to curb corruption in high places was “defeated”.

3.The party said that they will start a nation wide anti-corruption rally, led by Kejriwal, from Haryana’s Rohtak district — the home district of Haryana Chief Minister Bhupinder Singh Hooda of the Congress — Feb 23. Assembly elections in Haryana are scheduled for later this year.

4.AAP leader Yogendra Yadav said: “The second rally will be held March 2 in Kanpur...”

5.Addressing a press conference here, Mr. Yadav justified Mr. Kejriwal’s resignation, saying the AAP has set a precedent as a government that is willing to quit.

6.“AAP was formed to contest election on several principles, one of the foremost being the Jan Lokpal bill,” he said.

LG Najeeb Jung Recommends President's Rule In Delhi

1.Rejecting the outgoing government's recommendation for dissolution of the Delhi assembly, lieutenant governor Najeeb Jung is on Saturday understood to have suggested imposition of President's rule by keeping the legislature under suspended animation.

2.In a report to the Centre, Jung did not favour dissolution of the 70-member Delhi assembly as recommended by the council of ministers headed by Arvind Kejriwal when it met last night and decided to quit.

3.The LG's move keeps the option open for any political party or a combination of parties to try and form a government in future.

4.Sources said Jung has conveyed to the Centre that the national capital be brought under a spell of President's rule as no party is now in a position to form an alternative government.

5.The final call on the LG's recommendation will be taken by the Centre, the sources said.

6.Home ministry officials said they would take the opinion of the law ministry and place all the facts before the Union Cabinet for the final decision.

G-4 Directors General for UN Affairs Meeting

1.The Directors General (DGs) of UN Affairs of the G-4 (Brazil, Germany, India and Japan) met in New Delhi on 11 February 2014 to exchange views on Security Council Reform. The last such meeting took place in New York on the sidelines of the 68th UN General Assembly on 26 September 2013.

2.It may be recalled that the G-4 Foreign Ministers Meeting in New York on 26 September 2013 had stressed the need to intensify efforts to translate, at the latest by 2015, the commitments made in the Outcome Document of the 2005 World Summit into concrete outcomes. Following up on the same, the G-4 DG's discussed the current state of play on UNSC reforms in New York as well as the way forward with a view to move the process urgently to text-based intergovernmental negotiations. They underlined the broad support that exists among UN member states for expansion of the UNSC in both permanent and non-permanent categories in order to better reflect the geopolitical realities of the 21st century as well as the need to make the Council more representative, efficient and transparent. They stressed that only through such reforms can the UNSC enhance its effectiveness and credibility as well as the legitimacy of its decisions. The G-4 countries reiterated their commitments as aspiring new permanent members of the UN Security Council, as well as their support for each other’s candidatures. They also reaffirmed their view of the importance of developing countries, in particular Africa, to be represented in both the permanent and non-permanent categories of an enlarged Council.

3.The G-4 DG's also called on Hon’ble External Affairs Minister of India on 12 February 2014 and reported the progress on their discussions and the way forward.

4.Separately, following from G-4 Foreign Ministers directive on the need for greater involvement of civil society, the media and academia in the discussions about the reform of the Security Council, a one day Outreach Seminar on "United Nations Security Council Reform: Perspectives and Prospects” was organised by the Institute for Defence Studies and Analyses and Ministry of External Affairs on 12 February 2014.

Italy Prime Minister Enrico Letta resigned

1.Italy Prime Minister Enrico Letta resigned on 14 February 2014. The statement released by the Italian presidential palace stated that the Italy’s President, Giorgio Napolitano accepted the resignation.

2.Letta belongs to the center-left Democratic Party.  Letta is likely to be replaced by the Democratic Party leader, the mayor of Florence Matteo Renzi.

1.Letta was sworn as the Prime Minister in April 2013 forming the grand coalition government. The Democratic Party has a majority in the lower house of Parliament but relies on smaller parties in the Senate.

Researchers at Chinese Academy of Sciences developed fire-resistant paper

1.Researchers with Shanghai institute of Ceramics, Chinese Academy of Science developed a new type of paper that is resistant to fire on 14 February 2014. The research was published in Chemistry - A European Journal.

2.The paper will not catch fire even at 1000 degrees Celsius temperature. This new paper is formed from calcium phosphate compound.

3.The novel kind of inorganic paper is flexible and incombustible, but still feels like ordinary paper. It can be torn, folded, and destroyed by strong acid.

4.It can be used for important documents to preserve for long periods of time.

India, Poland agree to form Joint Working Group for cooperation in films sector

1.Both the countries also agreed to form a Joint Working Group in order to prepare a futuristic road map to enhance co-operation in films, animation, digitization, student exchange programme and such other areas of mutual benefit.

2.Speaking on the occasion, Julka briefed the delegation about various initiatives of the Information and Broadcasting Ministry in the films sector such as setting up of National Film Heritage Mission with digitization of film archives, setting up of the Centre of Excellence on Animation, Gaming and Visual effects and the participation in various film festivals by the ministry to promote India as a filming destination.

3.Both the countries also agreed to further explore possibilities of signing a co-production agreement in the field of animation.

4.While appreciating the ministry’s initiative, the Polish delegation also extended its support for restoration and digitisation of Film Archives.

Dainik Jagran’s Bharat Gupta conferred with ‘Youth Achievers Award’

1.The award function was organized to felicitate the young professionals who have excelled in their respective fields creating a niche for themselves.
